6. It is apparent on reference to the plan that a large proportion of the area of the Gaol enclosure would be occupied by buildings, if the recommendations of the Gaol Committee were carried out. Very inadequate space would remain for exercise grounds, workshops and other desirable adjuncts. The new buildings proposed would trench still further on the open space now between the buildings.
Police and Gaol enclosures occupy altogether about 13,690 square yards and within these limits provision has to be made for a population of say 700 convicts, 65 Gaol Staff and 248 Police, altogether 1013. This is at the rate of 358 per acre, and although it is greatly less than the actual population of the Chinese quarters of Victoria.

10. It is however my duty to point out, what is sufficiently clear, that if these alterations are carried out the relief afforded to the present congested condition of the Gaol would permit of better accommodation being provided for convicts in Hospital.
